Dastoor is an Urdu nazm written by Pakistani poet Habib Jalib. The poem is also known as "Main Nahi Manta" and falls into the category of resistance poetry.

Dastoor (meaning system, constitution or tradition) is an Urdu nazm written by the revolutionary Pakistani poet Habib Jalib. The poem is also known as “main nahin manta” (translation: I refuse to accept) and falls into the category of resistance poetry due to its powerful message and relevance. Dastoor was composed by Jalib in 1962 as a protest against a law introduced by the Pakistan’s first military dictator, Ayub Khan.

In 1962,  Field Marshal Ayub Khan implemented a law that shifted the election of the acting president to an indirect process via an electoral college rather than through direct democracy. For context, the 1950s and 1960s were marked by harsh governance in Pakistan. Habib Jalib himself recited this poem in public, openly protesting the imposed law, and it quickly resonated with the people.

Dastoor soon became the anthem of resistance and protest and remains still as relevant in present-time Pakistan, reflecting the voice of ordinary Pakistani citizens, frustrated by the constant undermining of the democratic process by the Pakistani establishment.

Owing to its relevance and significance, we have decided to recall Jalib’s words and translate them into English to make them more accessible and understandable to a wider audience.

Note:

As a rule of thumb, we will have the full original version first — so it retains its literary and artistic expression fully and those who understand the language can experience its rhythm and structure uninterrupted — followed by its translation into English and/or other languages so those who do not read the original language fluently, or are learning, easily understand the context.

Moreover, while we at Bahaaristan have tried to translate ‘Dastoor’ into English, it must, however, be noted that a translated poem may carry the message, but it can never fully capture its essence — the depth of thought, the layered emotions, and the beauty of the language that make the original poem so powerful.

دِیپ جس کا محلات ہی میں جَلے

چند لوگوں کی خوشیوں کو لے کر چلے

وہ جو سائے میں ہر مصلحت کے پَلے

ایسے دستور کو، صبح بے نور کو

میں نہیں مانتا، میں نہیں جانتا

میں بھی خائف نہیں تختۂ دار سے

میں بھی منصور ہوں، کہہ دو اغیار سے

کیوں ڈراتے ہو زنداں کی دیوار سے

ظلم کی بات کو، جہل کی رات کو

میں نہیں مانتا، میں نہیں جانتا

پھول شاخوں پہ کھلنے لگے، تم کہو

جام رندوں کو ملنے لگے، تم کہو

چاک سینوں کے سلنے لگے، تم کہو

اس کھلے جھوٹ کو، ذہن کی لوٹ کو

میں نہیں مانتا، میں نہیں جانتا

تم نے لوٹا ہے صدیوں ہمارا سکوں

اب نہ ہم پر چلے گا تمہارا فسوں

چارہ گر دردمندوں کے بنتے ہو کیوں

تم نہیں چارہ گر، کوئی مانے مگر

میں نہیں مانتا، میں نہیں جانتا

دِیپ جس کا محلات ہی میں جَلے

چند لوگوں کی خوشیوں کو لے کر چلے

وہ جو سائے میں ہر مصلحت کے پَلے

ایسے دستور کو، صبح بے نور کو

میں نہیں مانتا، میں نہیں جانتا

That flame that only flickers in palances

That carries the joy of only a select few

That grows in the shadow of compromise

Such a system [or constitution], such a dawn without light

I refuse to accept, I refuse to acknowledge

میں بھی خائف نہیں تختۂ دار سے

میں بھی منصور ہوں، کہہ دو اغیار سے

کیوں ڈراتے ہو زنداں کی دیوار سے

ظلم کی بات کو، جہل کی رات کو

میں نہیں مانتا، میں نہیں جانتا

I do not fear the gallows

I’m a Mansoor too, tell the world

Why do you threaten me with prison walls?

These matters of tyranny, this night of ignorance

I refuse to accept, I refuse to acknowledge

پھول شاخوں پہ کھلنے لگے، تم کہو

جام رندوں کو ملنے لگے، تم کہو

چاک سینوں کے سلنے لگے، تم کہو

اس کھلے جھوٹ کو، ذہن کی لوٹ کو

میں نہیں مانتا، میں نہیں جانتا

“Flowers now blossom on branches”, you say

“Wine has started to reach the thirsty”, you say

“Torn breasts are now being sewn”, you say

These blatant lies, this theft of intellect

I refuse to accept, I refuse to acknowledge

تم نے لوٹا ہے صدیوں ہمارا سکوں

اب نہ ہم پر چلے گا تمہارا فسوں

چارہ گر دردمندوں کے بنتے ہو کیوں

تم نہیں چارہ گر، کوئی مانے مگر

میں نہیں مانتا، میں نہیں جانتا

For centuries you have stolen our peace

Your spell will no longer work on us

Why do you pretend to be the healer of the wounded?

You are not a healer; even if some may believe

I refuse to accept, I refuse to acknowledge

Deep jis ka mahalaat hi mein jalay

Chand logon ki khushiyon ko le kar chalay

Woh jo saaye mein har maslihat ke palay

Aisay dastoor ko, subah be-noor ko

Main bhi Mansoor hoon, keh do aghyaar se

Kiyun darate ho zindaan ki deewar se

Zulm ki baat ko, jahal ki raat ko
